Uh, he'll still be Pope on Friday so why wouldn't they still issue it?
What, exactly, is a "public lien"? As if they can seize the Vatican's money when it's a city-state with it's own banks.
Conspiracy? No, just nuttiness that some people choose to believe.
If they were going to charge the pope then they can now simply charge the new one or continue to charge the old one. Nothing would change simply because he is resigning.
Nutcase doesn't begin to describe this. Hell, it makes the "the next pope is the last pope before the world ends" seem rational!
