^splicing work center; air conditioned in the summer and heated in the winter, a mobile office which is kinda cool.

Yea I've seen those in LA. The cable splicer brings the cable ends right into the truck which is comfort controlled, has a seated workbench and probably radio or TV. Great mobile job.

I'd guess it will be late next summer at the earliest. They have to complete the construction then connect everything and test before lighting the fiber. Could be longer if there are construction delays.

Maybe Biffnix will have some inside information for you although I'm not sure he'll have specifics for Mammoth since he's more involved with the schools.

Nothing said about it being down in a recent Sierra Wave News story on 1/22/13:

Digital 395 moves along through snow and bureaucratic regulation

Ort said work is expected to take place in Olancha and Independence in March. Crews dig trenches, lay conduit and then, as Ort explained, blow fiber into the lines. He suggested citizens could check out their website for updates. That’s http://www.digital395.com.
