The money problems at State Parks are real and the District Superintendents have been working hard to find ways to keep parks open - they have to operate with the budget that is given to them by Headquarters and Executive Staff. For example, San Diego Coast District has a budget of less than $1 per visitor yet they have to provide water and sewer, public safety, trash, restoration, and other maintenance costs to all parks. Most of the educational stuff is done by volunteers - in fact, for years, State Parks has had a ratio of three volunteers for every employee. No other agency has done so much for the public with so little in funding. None of the District Supts were aware of the "surplus" but we've been told that the Controller's office was and so was Executive Staff.
You are all pretty late on the news because it broke on the day of the Colorado shootings. Be assured that heads have rolled at the highest levels in State Parks and that there is a full investigation/audit going on. How do you think it feels to have your operating budget cut 37% (that's for the OHV parks) and have to cut services to the public, grants to other OHV fund recipients (BLM, locals, USFS), and layoff seasonal employees during the season and then have a story like this break? How do you think the District Supts who have worked so hard with partnerships to keep their parks open feel? the good news, nothing was stolen. the bad news, this wasn't done in a transparent and fair manner. As to whether or not it makes a difference in the overall state budget shortage - 0.36 % - and enough for about one year of State Park's operating shortage discounting the OHV funds.
